Pre-Construction & Cost Control

Budgets, schedules and procurement strategies set before the first excavator arrives.

Pre-construction is where projects are won or lost. Westland prepares estimates with a documented basis, prices risk openly, and identifies long-lead procurement early, then carries the same cost structure into construction so budget and job cost speak the same language.

Our approach

How we deliver it, step by step.

  1. 01

    Site and constraints review

Existing conditions, access, hazardous materials, servicing, operational and permit constraints are confirmed before design and pricing advance.

  2. 02

    Documented basis of estimate

Each estimate records its drawing revision, specifications, addenda, exclusions and allowances. Every number traces to a takeoff, a quote or a documented allowance.

  3. 03

    Explicit risk pricing

General conditions are priced from the schedule duration. Escalation, winter conditions and logistics are priced openly rather than buried in contingency.

  4. 04

    Formal estimate review

Scope coverage, subcontractor coverage, the risk register, contingency and margin are reviewed at director level before any price is released.

  5. 05

    Long-lead procurement register

Long-lead items are identified before tender. Submittal approval, order release and delivery are tracked against required-on-site dates.

  6. 06

    Value engineering with trade-offs

Every savings proposal states its effect on schedule, design intent, quality, operation and warranty. The owner and consultants approve before any substitution.
